Moats Park is named after Leroy Moat who was an avid supporter of public green spaces as well as one of the founders of what became Indianola’s Parks and Recreation Department. Moats passed away in 1994 at age 97. He served for 18 years on the city council where he helped create parks such as Moat’s which opened five years posthumously – his wish being that it be “a place everyone can enjoy.”
